This DEFINITELY an artifact of the 20.2 windows 10 release, it is not in and previously viewed version - from 17 up. I have no idea what is causing this bug - it seems 'affected' - flips as the dimensioning angle is dragged across the 'x' axis also, when the newly established angle 'text' is selected by clicking on it, it 'jumps' a significant distance 'down' - ie vertically down the 'y' axis (when drawing on the 'xy' plane and viewing from the top).
